Avon Select Board Previews Bond Paydown, TIF Deal Ahead of June 29 Town Meeting

AVON — June 25, 2020 — Avon Select Board workshopped all warrant articles Thursday ahead of a June 29 special and annual town meeting. Chair Steven Rose led the remote session alongside Selectmen Eric Beckerman and Jason Souza and Town Administrator Gregory Enos, who flagged that a $1.3 million free cash transfer to pay down bonds would save the town roughly $250,000 in interest over a decade and cut annual bond payments by approximately $215,000 — with failure forcing elimination of OPEB and buyout payments and a $35,000 cut to medical insurance. A Tax Increment Financing agreement with Karis & Karis Glass Company, planning a $17 million renovation and 18,000-square-foot addition at 1 Kiddy Drive, was described as a "win-win" that would add 20 jobs and protect the town's tax base. The board also previewed stormwater bylaw articles subject to a June 30 DEP deadline, with town engineer Fitzgerald warning non-compliance could trigger federal fines of up to $10,000 per day, and a stretch energy code adoption that would make Avon eligible for $135,000 in immediate Green Communities grant funding.
