Avon Planning Board unanimously approves the special permit for Stockwell Drive site cleanup. The board granted the permit to Messina for material removal, rock crushing, blasting, and site leveling over six to eight months. The Planning Board imposed 17 conditions addressing fencing, drainage, dust control, and environmental compliance, setting a nine month deadline for project completion.
Messina must return to seek a permit extension if work extends beyond nine months.
